They say that recruiters scan resumes quickly, sometimes in just 8 seconds. Is this true? If so, how should I present information on my resume to make sure the recruiter wants to contact me? Any other pointers for technical resumes?

A tenured technical recruiter can definitely scan a resume in a short period of time. The most common practice is simply to create a list of technologies worked with in an "environment" or "skills" section. While this is helpful to make your resume standout from a keyword perspective, it is not enough.
A great resume will highlight the technologies you have worked with, where you worked them, and your hands on responsibilities around those technologies.
